UPDATE:  The Jefferson County Commission will meet in the Commission Chamber in the Jefferson County Courthouse in Birmingham, Alabama, at 9 a.m. on Monday, September 23, 2013.  The purpose of the meeting will be to receive comments from the public about a proposed resolution amending the Jefferson County Sewer Use Charge Ordinance to reflect certain changes in the charges for sewer service to be implemented during fiscal year 2014, and conditionally approving changes in sewer rates for later fiscal years as contemplated by the County’s proposed Chapter 9 Plan of Adjustment for Jefferson County, Alabama and the accompanying Disclosure Statement Regarding Chapter 9 Plan of Adjustment for Jefferson County, Alabama (Dated July 29, 2013).  Following the public hearing, the Commission will deliberate and vote on whether to adopt the proposed resolution.  A link to the proposed resolution is below:

On December 18, 2012, Gordon Garner and Alan Ridgeway of CH2M Hill gave a presentation at a meeting of the Jefferson County Commission regarding projected costs for Operations & Maintenance expenses and for capital expenditures for the Jefferson County sewer system.  A link to their Powerpoint presentation is below:

On June 12, July 24, and August 20, 2012, the Jefferson County Commission held three public hearings to receive input from the public and testimony from invited witnesses on the issue of sewer rates. The Commission thanks all of those who participated in the process. Copies of documents submitted to the Commission during the process, along with transcripts of the proceedings at the hearings and copies of the presentations made to the Commission at the hearings, as well as other related documents, are available for download free of charge under the "Documents" tab.

On October 29, 2012, the Administrative Services Committee of the Jefferson County Commission voted to place on the agenda for the November 6, 2012, Commission meeting a resolution adopting two ordinances concerning sewer service:  the Jefferson County Sewer Use Charge Ordinance, which makes changes in the charges for sewer service, and the Jefferson County Sewer Use Administrative Ordinance, which sets forth rules and regulations regarding sewer use.  The November 6, 2012, Commission meeting will take place in the Commission Chamber in the Jefferson County Courthouse in Birmingham, Alabama, at 10:00 a.m.  The purpose of the meeting will be to receive comments from the public about the proposed resolution adopting these two ordinances.  Following the public hearing, the Commission will deliberate and vote on whether to adopt the proposed resolution.

Under the proposed plan:

  • The typical residential customer would pay 12 cents more a month for sewer service.
  • Most residential customers would have sewer bills increase by less than $2 per month
  • Low volume users would still pay less than $21.50 per month for sewer, which is less than BWWB water service.
